If you can get both of them to agree on a compromise, that's really where you want to try to go here. She needs to find a way to stay warm that is comfortable, and the teacher needs to learn how to be accepting of other people staying warm in other ways. So, open up that conversation, and advocate for your daughter with what she says works well that would be a compromise.

Yes, she probably would wear a hoodie under her jacket but School wouldn't approve of that because they want kids wearing their uniform which is t-shirt and jumper which both have School logo on it, trousers/skirt plus jacket which is supplied as part of the uniform.
She would zip it up part way yes (most likely just below her chin).
Yes, I think it is feeling compressed near her chin but I don't understand what you mean when you ask "if she had space near her chin would that help?".
